Riots in the streets

3 days after the humane labs experiments gone wrong, there was riots going on at most of the police departments. During these riots there was the dead walking about which would catch the attention of the police and riot teams. After finding out that bullets anywhere but the head was not an option, they finally realized the way to take them out.

The police got dispersed into multiple groups to try to reduce panic and more riots from happening, but the citizens decided enough was enough and went against the law enforcement in the mix of the dead walking about. At this point, martial law was put into place and there was state wide curfew. News broadcasts were being put out left and right letting everyone know to not panic and to stay at home and to lock all doors and windows.

Rethinking the plan

The spread of this unknown disease was unlike any other, it spread so fast that it became impossible for the law enforcement to control. The military had to get involved and the Department of Defense had to start their initial plan of defense to fight back against this unknown threat. The Director of Department of Defense had initiated a state wide broadcast letting everyone know their plans to put an end to the situation and letting everyone know their backup plan in case things don't go to plan.

Merryweather bails out, Military steps in

At the end of the day, Merryweather was evacuated from the Humane Labs and was sent to their headquarters which was offshore as a last resort plan to get away from the situation. The military had laid out quarantine zones in different areas inviting anyone who was not "infected or bit", in the case of an infected or bit person; they would refuse refuge for and they would put them down.
